Volatile organic compounds (VOCs) have become one of the core pollutants controlled by PM2.5 and ozone (O₃), but the current VOCs pollution control is still in the exploratory stage, and the effectiveness of its control measures needs to be summarized and studied. In order to further promote the effectiveness and scientificity of VOCs management and control, the definition, characterization methods, emission standards, whole-process control technology and the status quo of the corresponding institutional system of VOCs were sorted out, the existing problems were analyzed, and corresponding countermeasures and suggestions were put forward. .

The results show:

①The national and local definitions of VOCs have not yet been unified, resulting in an unclear scope of management and control. Therefore, it is recommended to determine the scope of management and control based on the physical properties (boiling point and vapor pressure) of VOCs, and to coordinate with the classification of odorous substances and toxic and harmful pollutants. Control, research and formulate Exemption List and Priority Control List.

②By comparing the differences of VOCs characterization and monitoring methods, it is found that the detection method of non-methane total hydrocarbons (NMHC) is still insufficient in terms of stability and reliability. It is recommended to establish a monitoring method combining total hydrocarbons (THC) and NMHC.

③ Based on the concept of the whole process control technology system, analyze and find problems such as input and output imbalance in the implementation of source control, process control, and end control measures, and difficulty in achieving stable standards. ④ In view of the problems that the total VOCs emission control system, the pollutant discharge permit system, and the emission tax system have not been effectively linked, it is recommended to unify the total amount accounting method and add a special VOCs emission tax.

⑤ In view of the differences between national and local emission standards, it is recommended to formulate regionally integrated emission standards to avoid the simple transfer of certain industries in limited areas.

Since 2012, haze pollution has become the focus of my country's atmospheric environmental control, and most policies have been formulated around reducing PM2.5 concentrations. According to the 2018 Bulletin on the State of China's Ecological Environment, the PM2.5 compliance rate of 338 cities at prefecture level and above across the country increased to 35.8%, and the ratio of good days reached 79.3%, which is close to the national control target (80%). Although the air quality has improved significantly, it is still at a relatively serious level.

At the same time, it is also important to note that while the PM2.5 concentration is significantly decreasing, the O₃ concentration is increasing. Many studies have found that the concentrations of NO2, SO2, PM2.5 and other pollutants in most areas of my country (such as South China, North China, etc.) have decreased, but the concentrations of O₃ and VOCs have increased. Therefore, the coordinated control of PM2.5 and O₃ has always been a major source of air pollution in megacities. The main theme of control.

In fact, the formation mechanism of O₃ and its relationship with precursor pollutants and PM2.5 have been extensively studied at home and abroad. The contribution of VOCs to O₃ is very important, but there are many types of VOCs, a wide range of sources, and difficult to control. Research on VOCs in my country is relatively lacking. However, VOCs are not only important precursor pollutants of organic components in atmospheric PM2.5, but also important precursor pollutants of O₃. Moreover, since O₃ is an important indicator of atmospheric oxidation capacity, the increase of its concentration means the improvement of atmospheric oxidation capacity, which may also aggravate the generation of secondary particulate matter. Therefore, the control of VOCs has become one of the special actions of the national and local "Clean Air Action Plan" and "Win the Blue Sky Defense War".

Regarding the control of VOCs, Chinese scholars have carried out relevant research. The national level and local governments have formulated many control policies, regulations and standards for the emission of VOCs from fixed sources, which have played an important role in the improvement of air quality in major cities. However, due to the relatively weak research and management foundation of VOCs, many management policies, regulations and standards for VOCs emissions from fixed sources encountered some difficulties in the implementation process, such as inconsistent characterization methods for VOCs in national and local standards, and VOCs treatment facilities. Accidents keep waiting.

In view of this, the author has sorted out the development and current situation of my country's fixed pollution source emission VOCs management and control policies, analyzed the main difficulties and challenges currently faced, identified the main reasons, and put forward countermeasures and suggestions.
